Hello, It sure seemed a bustling August long weekend with parked cars lining roadsides in many popular locations. It’s nice sharing our island with visitors here to appreciate it; we are so fortunate to live in this beautiful community. The July 24 SRD Board meeting resulted in several decisions and items to report on: the Schellinck proposal, wharves, short-term rentals in the Outer Discovery Islands, and two upcoming public hearings.

Gowlland Harbour Views Development Voted Down

Rick and Cheryl Schellinck have been trying to obtain approval to subdivide their Quadra Island property, as the first step towards development, since 2011. The most recent version of the proposed Gowlland Harbour Views project consisted of twenty-two 2 hectare rural residential lots,  a 5 hectare Agricultural Land Reserve parcel, and two small Regional District Parks. Quadra Island residents were given a chance to state their opinions of the project at a public meeting on June 12. Then Schellinck’s application was defeated in an electoral Directors only vote at the July 24, SRD Board meeting. It failed to make it to the third reading.

Three Development Proposals on Quadra Island

Editor’s Note: The central question in two of the rezoning applications mentioned below is whether future owners can remove the covenants from land they purchase. This is an important issue on Cortes, Quadra and any other community where there are land covenants.

The potential rezoning of three Quadra Island properties was discussed at the May 22 SRD Board meeting. Rick Schellinck has received approval to hold a public meeting regarding his proposal to rezone 64 hectares at Gowland Harbour for future development. Two applications to remove covenants from properties, so they can be subdivided, were denied. 

Regarding the second item, Regional Director Robyn Mawhinney had previously told the Electoral Areas Services Comittee, “A covenant is defined as a formal, solemn, and binding agreement and, overwhelmingly, the message that I have received from Islanders is that covenants are promises to the community, lasting promises, which must continue to be respected. These properties came with the covenants attached to the title. The purchasers of these properties knew that they existed. While the idea of adding one lot to island inventory isn’t necessarily bad, discharging covenants was seen by many as opening the door to more such future applications and a lessening of the formal binding nature which covenants are meant to hold.”

Gowland Harbour Views project ‘dead’ – for now anyway

The fate of a proposal to develop 51 residential lots, a campground, marina and two waterfront parks on Quadra Island may finally have been decided. 

The public meeting for Rick Schellinck ’s proposed Gowland Harbour Views development was originally scheduled for July 28, 2011 and, after eleven years of delays, finally occured on April 20, 2022. 

The controversial project may have finally been voted down at the SRD Board’s June 15 meeting.

Public Meetings for two large Quadra Island developments deferred

How our local government works

Public meetings for two controversial Quadra Island real estate developments have been deferred until this April, 2022, because of concerns about meeting in-person during a pandemic. 

The public meeting for the proposed Gowland Harbour Views development was scheduled for January 18th, 2022, and the rezoning meeting for Quadra Links Golf Course was to have occurred the following day.

With less than a week to go, at the January 12th SRD Board meeting, Quadra Island Regional Director Jim Abram, said, “I have two items of business that are very timely. We need to deal with them today at this meeting because we have scheduled two public hearings in the next week.”
