Cortes Island Grant-in-Aid Debate Moved In Camera

Originally published May 24; some additional information added May 30

The Electoral Area Service Committee (EASC) continues to thwart Cortes Island’s Grants in Aid from going forward. At their May 8th committee meeting, three of the four EASC Directors (Abram, Leigh & Whalley) did not acknowledge the Cortes applications, in an obviously concerted attempt to prevent the applications from reaching the Stathcona Regional District Board. At the May 22nd Board Meeting, the remaining EASC Director (Noba Anderson from Cortes Island) made a motion for the SRD board to receive the applications. Quadra Island Director Jim Abram responded with a motion to defer the matter. This was secounded by Oyster Bay – Buttle Lake Director Brenda Leigh. They were defeated. This prompted Directors Abram and Leigh to recuse themselves “due to legal ramifications.” After the board approved receipt of the applications,  the Cortes Island Grant-in-Aid debate moved in camera.

Revised: Why FOI Requests Are SO Time consuming

By Roy L Hales

After waiting for almost seven weeks, I just received notice that the waiting period for a freedom of information (FOI) request I made has been extended to 60 days. My first thought was what is the Strathcona Regional District (SRD) hiding? This arose from my ignorance. At the SRD Board meeting, I heard a different perspective on why FOI requests are so time consuming.

Electoral Service Committee Did Not Acknowledge Cortes Island’s Grant-In-Aid Applications

By Roy L Hales

An item is missing from the May 8 minutes of the Strathcona Regional District Board’s Electoral Service Committee. There is no reference to Cortes Island’s Grant-In-Aid Applications, though they were on the agenda. This was the result of a conscious decision made by three of the four Regional Directors (Jim Abram, Brenda Leigh & Gerald Whalley). The Electoral Service Committee did not acknowledge Cortes Island’s Grant in Aid Applications.

The Legal Petition’s Factual Errors

The following article is a personal opinion not necessarily endorsed by the Cortes Radio Society, its board, DJs, or general membership.

I found Director Brenda Leigh’s attack on the Klahoose Nation’s application for a Grant In Aid, at the April 25 Strathcona Regional District Board Meeting, disturbing. She actually said the Klahoose should be barred because their Chief contributed to the GoFundMe campaign launched after Bernie Anderson’s cabin burned down in January 2018. Leigh claims that last year, ” A lot of Grants in Aid … went out to people who contributed to the GoFundMe campaign.” Despite its almost total absence of supporting evidence, Ms Leigh appears to endorse the Legal Petition which fourteen Cortes residents launched in hope of removing Director Noba Anderson (Bernie’s daughter and legal guardian) from office. As the same arguments are likely to reappear in the next round of Cortes Island’s Grant in Aid applications, it is time to review the Legal Petition’s factual errors.

Klahoose Grant-In Aid Approved

By Roy L Hales

There were two key Cortes items at the Strathcona Regional District Board’s April 25 meeting. Chair Michele Babchuk said the SRD hopes to hold a final consultation meeting, regarding funding for first responders funding and the island’s two community halls, in early June. We may be looking at a referendum next Fall. Also, the Klahoose Nation’s Grant-in-Aid application was approved.
