Campbell River’s Acropolis: Power, Politics and the Price of Strathcona Gardens

The Acropolis is now perceived as a pinnacle of human achievement, yet 2,500 years ago many Greek city-states viewed it as a monument to tyranny. The funding for monuments like the Parthenon, Erechtheion and the Temple of Athena Nike came from the Delian League—a coalition originally formed to resist the expanding Persian Empire. However there came a point when the Persian campaigns were more about the Athenian Empire than liberty. The traditional date for this transition is 454 BC, when the great Athenian statesman Pericles transferred the Delian League’s treasury from Delos to Athens. Plutarch described this as the moment the city lost its integrity and reputation. The funds raised to free Greek cities were instead used to adorn Athens with ‘costly statues and temples worth their millions.’ (Plutarch, Life of Pericles, 12.)

Must Quadra Island taxpayers pay for Strathcona Gardens? 

In a 7–6 vote, on March 25th the Strathcona Regional District (SRD) Board moved to have a bylaw prepared that would add Quadra Island to the catchment area for the Strathcona Gardens Recreational Facility. If the bylaw proceeds, Quadra residents could face an additional $558 in property taxes—slightly more than the $526 Campbell River residents pay for their facility. One SRD director was not present when the vote was taken, which raises the possibility that the proposal could be defeated in a 7–7 tie when all 14 directors are present.

Opposition from Quadra Residents

The board faces fierce opposition from Quadra Island residents. Among the 90 or so Quadra residents who crowded the SRD Boardroom and adjoining lobby for the May 25 board meeting, were some of the 1,226 area C residents who signed a petition opposing inclusion in the Strathcona Gardens catchment. Regional Director Robyn Mawhinney of Area C noted that this number represents about 44% of the adult population of her area.

Cortes Island Zoning Bylaw Passes

The Strathcona Regional District Board passed the Cortes Island Zoning Bylaw. 

Regional Director Mark Vonesch gave an overview of the process at the Wednesday, November 19, 2025, board meeting:

“We’re at the last stage of potentially passing the Cortes Island zoning bylaw. It’s been almost a two year process of community consultation, both online and in person. It’s gone to the Advisory Planning Commission on Cortes, and it’s gone through a public hearing at the beginning of September. We had 140 plus folks attend that hearing, which is amazing. The reason I deferred it a month was that you have 200 pages of comments on this, and I wanted to take the time to read them all and to really assess what people’s challenges and also what they like about the bylaw before making my own personal recommendation.”

Rural Directors against Municipalities taking over the Electoral Areas Planning Service

The City of Campbell River is considering taking control of the Strathcona Regional District’s (SRD) Electoral Areas Planning Service away from rural directors.

Currently, the members of that planning service are the four Regional Directors of : Area A (Kyuquot/Nootka-Sayward), Area B (Cortes Island), and Area C (Discovery Islands and Mainland Inlets) and Area D (Oyster Bay – Buttle Lake ).

Campbell River’s five Directors are looking at joining the service, though it would cost the city’s taxpayers close to $500,000 per year for its share of the service’s assessments. They asked the other incorporated municipalities in the SRD—Tahsis, Zeballos, Gold River, and Sayward—to consider joining as well.

On Wednesday, October 1, 2025, the Regional Directors of Areas A, B and C issued a joint press release rejecting the idea. In today’s story they outline why they believe the planning service must remain in the hands of the rural areas.

SRD Staff to identify public lands on Quadra for potential affordable housing sites

SRD staff will prepare a staff report identifying public lands on Quadra Island that may be available for affordable housing development.

This is the second time that Regional Director Robyn Mawhinney of Area C brought forward a motion asking for a report and in both cases she was opposed by Directors from Campbell River and Area D. They successfully blocked it at the August 20th SRD Board meeting, but an amended motion passed on September 17, 2025.
