The Strathcona Regional District Board received a lot of bad press last week, thanks to the actions of three rural directors. The headline in the Campbell River Mirror states, “Cortes Island affordable housing project hangs by a thread after SRD defers hearing.” This sentiment was shared by Canada’s National Observer, which quoted the disapproval voiced by Chair Michele Babchuk and Campbell River Director Claire Moglove. Quadra Island’s Bird’s Eye (June 3) was more diplomatic, but pointed out two major Quadra projects (a BC Ferries berth and the new Quadra Island Firehall) have been delayed by more than three months because of the director’s decision to ignore a provincial order, the advise of SRD staff and comments made by other SRD directors. The most detailed account of this meeting is in Cortes Currents. As Cortes Island Regional Director Noba Anderson observed, “there have been four newspaper articles on this, which is pretty rare and outstanding.” If any of the three directors had second thoughts, their opportunity to reopen the topic came at the June 10, 2020, SRD Board meeting. Instead, the decision to not hold public hearings for rural areas stands.

Fire Protection: what’s next for North Quadra Island?
In the summer of 2017, a North Quadra Island presented the SRD Board with a petition, signed by 523 residents, calling for a uniform set of fire prevention regulations for the entire island. This led to the survey, which was mailed out last February. At their June 10th meeting, the Electoral Areas Services Committee discussed what’s next for North Quadra Island?

According to Dalyce Dogterom, the current fire protection on North Quadra Island does not include private dwellings. On February 12th, the Strathcona Regional District (SRD) mailed the 240 property owners asking if the would like this changed. Little more than a third (84) of this number responded. While 64% indicated they were satisfied with their current protection, the results of the North Quadra Island Open Burning Survey show a great deal of indifference.

The political maneuvering began as the agenda, for the Strathcona Regional District Board’s May 27th meeting, was adopted. Regional Director Jim Abram added a “subsequent,’ which he said was way down the agenda. A number of comments, scattered throughout the video below, show that the other rural directors knew what was coming. Regional Director Brenda Leigh alluded to Abram having “something better to propose.” Cortes Island Regional Director Noba Anderson expressed disappointment that one of her colleagues “is trying to put forward a motion ahead of time to not even allow this discussion.” Two major Quadra Island projects – the proposed BC Ferries passenger service and new firehall – have also been delayed because of the Electoral Areas Services Committee’s (EASC) prearranged decision. The public hearing for Rainbow Ridge is postponed until sometime after September 7th, 2020.
